Eugene J. Huang was appointed as the Secretary of Technology for the Commonwealth of Virginia by Governor Mark R. Warner on October 1, 2004. Prior to his appointment as Secretary, Mr. Huang had served as Deputy Secretary of Technology since the beginning of Governor Warner's administration in January 2002, and was responsible for managing the day-to-day operations of the Secretariat, providing operational and strategic direction to the agencies reporting to the Secretary of Technology. In the role of Deputy Secretary, Mr. Huang also assisted the Secretary in overseeing a number of initiatives, including the award-winning information technology reform initiative, and advised the Secretary on a wide variety of policy and management issues.

Leslie R. Carter was designated as Interim Chief Operating Officer (COO) for the Virginia Information Technologies Agency (VITA) by the CIO of the Commonwealth of Virginia.  The Interim COO oversees the operations of the VITA in all aspects of technology support to agencies, planning, procurement and administration on behalf of the CIO.  Prior to her designation as Interim CIO, Ms. Carter served as Director of Computer Services and Telecommunications for the VITA managing all aspects of centralized computer services, server consolidation, telecommunications and network management, and centralized technical design and planning.  Accomplishments for VITA include the closing and consolidation of several data centers in the Richmond area, establishing Voice over IP shared services and centralized shared platform services for agencies.  Ms. Carter has over 15 years experience managing large telecommunications and IT environments and state technology procurements.  She was the Deputy Director of the Department of Information Technology (DIT) from 1998 to 2003. During her tenure, she directed the computer services, telecommunications, customer application development, and acquisition services responsibilities for the department.  Ms. Carter was appointed in 1999 as Chair of the Council on Technology Services Telecommunications Workgroup that was instrumental in working with agencies to develop statewide telecommunications services. During Ms. Carter’s tenure as chair, the Commonwealth received national recognition from the National Association of State Chief Information Officers (NASCIO) in the area of Communications Infrastructure.  Ms. Carter holds a bachelor’s degree in political science and a master’s in business administration from Old Dominion University.

EDWARD L. HAMM, JR.
Virginia Department of Minority Business Enterprise.
On September 13, 2002 Governor Warner announced that Edward L. Hamm Jr., president and CEO of Virginia-based E. L. Hamm & Associates, agreed to serve as director of the Virginia Department of Minority Business Enterprise.  E.L. HAMM is nationally recognized as an innovator and leader in productivity improvement of government operations.
Mr. Hamm is a 1968 graduate of Hampton University, where he received a Bachelor of Science degree in Electronics. He was selected as the 1986 and 1988 Minority Small Business Person of the Year in Virginia by the U.S. Small Business Administration. He was also selected as the National Minority Small Business Person of the Year by the U.S. Maritime Administration. Mr. Hamm actively supports and participates in numerous community services, social, and religious organizations. He has recently served on over 20 public, private, and community boards.
He previously served on the Governor’s Commission on Science and Technology and is former vice chairman of the Governor’s Virginia Workforce Council.

Nigel Buttery, Dataline, IT Public Sector Convergence Panel Moderator
Mr. Buttery is a lifetime Virginian having been born outside Roanoke, moved to Fairfax while his father finished a degree at Johns Hopkins University, and then settled in Portsmouth in 1969. As a 1981 graduate of Old Dominion University, Nigel started his career in technology as a software developer in Smithfield, Virginia. When it was suggested by his boss that maybe his calling was not to be a programmer (the term spaghetti code might have been used), he decided to try sales. From 1985 to 1993 he worked as an Account Executive with Digital Equipment Corporation in their Virginia Beach office as the sole commercial sales person in an otherwise federal sales operation. In 1993 Nigel met Denise and Casey Robinson, the owners of a very small company by the name of Dataline that sold products by catalog. A dozen years later, through the team work of many talented professionals, Dataline has grown into one of the largest small-woman-owned technology companies in Virginia. Targeted to generate $100M in revenue in 2005, Dataline has been able to successfully delivery quality solutions to commercial, federal, state, and local government. In 2005 Dataline has split off its federal business into a separate business unit. Mr. Buttery is responsible for Dataline's commercial business unit which encompasses its state & local business practice.

Dr. Easton Rhodd, Service Level Director, Virginia Information Technologies Agency
Dr. Rhodd has worked for the VA Department of Social Services (DSS) where he was the Assistant Director for Computer Resources and Operations. Dr. Rhodd’s professional life spans more than 30 years in industries such as telecommunications, export, and hotel and tourism. Prior to joining VA State government, Dr. Rhodd was Vice President at the Chase Manhattan Bank in NY, Senior Accountant at the NY office of Kenneth Leventhal & CO, CPA, did management audits consulting for Peat Marwick CPA, Chief Accountant for the Jamaica National Export Corporation (JNEC) and CFO for the National Hotels and Properties/Jamaica Resorts International Inc. Dr. Rhodd’s work experience also includes The Jamaica Telephone/Continental Telephone Company and the Sterling Drugs Manufacturing Company.
Dr. Rhodd earned his doctorate in Information Systems from Nova Southeastern University in Fort Lauderdale, Fl. His dissertation research focused on business strategy – Enterprise Integration Architecture Linkages (Alignment). Dr. Rhodd also holds professional certifications from the Information Systems Audit and Control Association (CISA) and the Association of Fraud Examiners (CFE). He has been an Adjunct Professor at the John Tyler Community College where he lectured on subjects such as data communications, systems development analysis and design, and information systems planning.

Paul G. Rutherford, CIO ADIC
Paul has been in high performance computer storage for over 12 years. While working at Cray Research he directed the development of the first high performance network software on UNIX based supercomputers including TCP/IP and NFS on FDDI and HIPPI. Paul also spent several years directing the development of Cray’s high performance IO and supercomputer file servers. Paul was responsible for the release of the one of the UNIX HSM products know as DMF as well as high performance IO subsystems that supported disk, tape and networks. After Cray Paul joined EMASS to run the software development organization in Denver Colorado, with a focus on large scale archives and distributed HSM. Primary products included AMASS and FileServ. EMASS was acquired by ADIC in the fall of 1998 which resulted in Paul moving to Redmond Washington to take on new responsibilities as Vice President of Technology. Under Paul’s direction the company has positioned itself as a primary provider of NAS for tape libraries and high performance SAN file systems.
Paul is also active in several standards organizations including Vice Chair of the IEEE Mass Storage Executive Committee.

Dave Cavan is a Director with the State and Local group in the Greater Washington Region. Dave has worked with state and local clients for over 20 years, with roles from project consulting through to sales management. Dave is responsible for developing new business opportunities in the Greater Washington Region, focusing on CGI-AMS strategic accounts and opportunities in the rest of the mid-Atlantic states. Dave has a background in public sector finance, working with clients in the U.S., Canada and New Zealand. R. Ronald Jordan Managing Director
Ron Jordan is a Managing Director and Chief Financial Officer of Advantus Strategies. Ron has extensive policy, program, and budget experience gained during a 22-year career in state government that includes positions as a long-time senior staff member of the Virginia House of Delegates Appropriations Committee and in the governor’s cabinet. His specific areas of expertise include appropriations, finance, technology, public safety, and natural resources matters. He was the former Deputy Secretary of Public Safety during Virginia Governor James S. Gilmore, III’s administration. In this role he was responsible for manpower, fiscal, legislative, and technology matters, while acting as legislative point person for public safety policy and budget initiatives. Prior to joining the Appropriations Committee staff in 1987, he was Director of Planning and Research for the Virginia State Police. Ron has a broad network of contacts and a sophisticated understanding of the procedural and political context of state government policy and operating practices. His experience in turning ideas into action has been instrumental in bringing diverse groups together to solve problems and successfully implement new programs. Ron currently serves on the Board of Directors for a number of Virginia and Richmond area organizations, including the Virginia YMCA, Offender Aid and Restoration of Richmond, and the Henrico County Drug Court Steering Committee. He has previously served as President and Board member of the New Kent Ruritan, the Virginia Executive Institute Alumni Association, the New Kent County Fair Committee and is an active volunteer in Providence United Methodist Church.
